The Association isn’t as powerful as the guilds, so they rely on keeping the guilds in check by playing them against each other. This is why they let Choi Seokwon go free. The super-strong hunters could unite and get rid of the Association, but Yoojin’s abilities might change the game.
Yoojin’s Unique Skills
Yoojin has a special ability to influence and unite super-strong hunters. He showed this in the Barbar dungeon and Dragon castle dungeon, where he made them work together.
